SCENE 1 Oscar the Grouch is showing Cookie Monster some junk from his trash can, when he comes across a poster for that time Big Bird ran for President. Cookie doesn't remember that happening, so Oscar explains that he dropped out before election day and that running for President means going to a lot of lunches. This piques his interest, assuming that cookies are served at these lunches. He sings a song about what he would do if he were "President Cookie," and resolves to start his campaign.

SCENE 2 Oscar introduces Cookie Monster at his first rally, but he's already asking for cookies. Oscar explains that cookies are for dessert; speech first. Cookie promises that if people vote for him, there will be a cookie in every pot. He eagerly awaits his cookie reward, but Oscar says they have to rush over to another luncheon across town.

SCENE 3 Cookie and Oscar repeat the routine at another rally, but Cookie has to take questions this time. A lady in the audience asks him how he feels about personal freedom. Cookie orates, "give me liberty or give me cookies!" He likes the "give me cookies" part anyway. Oscar rushes him off again.
